cBrain positioned as first-mover supporting new U.S. standards for environmental permitting

cBrain (NASDAQ: CBRAIN) today announced that the cBrain F2 Permitting Solution supports the newly established U.S. federal standards for environmental permitting, as defined by the White House Council on Environmental Quality (CEQ). cBrain believes it is among the very first vendors to support the new CEQ standards.

In collaboration with the Danish Environmental Protection Agency (EPA), cBrain has developed a fully digital permitting solution based on the cBrain F2 platform. This solution replaces traditional paper-based applications, reduces case processing times, and enhances both quality and transparency.

As the importance of environmental assessment and permitting grows globally, governments are increasingly requiring robust review and approval processes for infrastructure projects such as roads, bridges, mines, factories, and power plants. This trend creates a significant market opportunity for cBrain.

Earlier this year, as part of its expanded growth strategy, cBrain identified environmental permitting as a key international vertical. The company aims to establish a leading global position in this market with its cBrain F2 Environmental Permitting solution.

To support international scaling, cBrain has formed a dedicated team focused on exporting the F2 Environmental Permitting solution and views environmental permitting as a strategic entry point into the U.S. market.

In April 2025, the White House issued an Executive Order directing all federal agencies to adopt digital technologies to streamline environmental permitting. 30 days later, the White House Council on Environmental Quality (CEQ) released their Permitting Technology Action Plan and introduced a new set of federal data standards for digital permitting systems.

cBrain has rapidly configured its F2 Environmental Permitting solution to align with these standards and, in July 2025, demonstrated the adapted solution to U.S. federal authorities in Washington, D.C.

This early alignment provides a first-mover advantage and cBrain is experiencing an increased interest in its permitting technology as federal and state agencies are seeking to provide answers to political demand for faster permitting through digital modernization.

 

Aalborg joins Copenhagen and Aarhus in adopting cBrain’s F2 Paperless Government Platform

cBrain (NASDAQ: CBRAIN) has signed an agreement with Aalborg Municipality, further accelerating the success of bringing the cBrain F2 Paperless Government Platform to cities and local governments.

Under the agreement, cBrain will deliver F2 as a digital platform to the Urban and Rural Affairs Department in Aalborg Municipality. This administration is responsible for areas including urban development, construction, infrastructure, mobility and nature.

Implementation is expected to be completed within 6–8 weeks, with a planned go-live involving 150 users by September/October 2025.

Before procurement, the cBrain F2 platform underwent a comprehensive screening process to ensure alignment with Aalborg’s IT architecture principles, including accessibility, secure hosting, GDPR compliance, user administration, data segmentation, scalability, and operational reliability. 

With this engagement, cBrain now delivers the F2 platform to the three largest municipalities in Denmark: Copenhagen, Aarhus, and Aalborg.

Fully integrated and delivered out-of-the-box, cBrain F2 supports executive decision-making, formal and informal communication, case management, workflows, and compliance. Today, Copenhagen represents the largest deployment, with more than 3,000 users.

The agreement with Aalborg marks an important business development for cBrain. It demonstrates that the F2 Commercial-Off-The-Shelf (COTS) Government Platform is increasingly being adopted not only by national ministries and agencies, but also by large and complex local government organizations.

For the past eight years, Denmark has ranked number one in the United Nations Global E-Government Index, and the adoption of the cBrain F2 platform by the country’s three largest municipalities serves as a strong international reference. This directly supports cBrain’s global growth strategy. Specifically, it supports the goal of taking an international leadership position, supplying the F2 Commercial-Off-The-Shelf (COTS) platform for paperless government worldwide.

The Danish Ministry of Digital Affairs begins testing F2 with open source document editing

The Danish Ministry of Digitalization has announced the launch of a pilot project to explore digital sovereignty, using cBrain’s (NASDAQ: CBRAIN) F2 platform as the foundation for testing an integrated open source alternative to traditional office software.

Digitalization Minister Caroline Stage stated: “We have a political obligation to ensure that our IT systems are not dependent on a few large companies. This pilot is a welcome and concrete first step in that direction.”

A group of employees within the ministry’s department will begin using F2 with a newly integrated document editing module based on Collabora, the open source solution built on LibreOffice.

The pilot will assess whether Collabora, integrated into F2, can meet the ministry’s key requirements for document handling such as compatibility with government templates, reliable document conversion, change tracking, and support for advanced formatting. The findings will inform future decisions regarding broader adoption across the ministry.

From a technical perspective, cBrain’s F2 platform is built on an open architecture that separates data from editing tools. This enables government organizations to use multiple types of editing software in parallel and even allows individual users to choose their preferred editing tools while still working collaboratively on the same shared documents.

cBrain raises expected 2024 EBT margin to 30-32%

For the year 2024, cBrain (NASDAQ: CBRAIN) has forecasted revenue growth of 10-15% and earnings before tax (EBT) of 24-30%.

 Revenue growth is now narrowed from 10-15% to 12-13%, aligning with the middle of the previous range. In parallel cBrain raises expected EBT from 24-30% to 30-32%. The expected revenue growth is in line with the three-year growth plan, while earnings exceed expectations…
